At the September E-Enterprise Leadership Council Meeting in Washington, DC, Virginia Department of Environmental Quality (VA DEQ) Director Mike Rolband reported on the state’s development and use of an Erosion & Sediment Control and Construction Stormwater Management mobile inspection tool.
The state used an existing Esri ArcGIS license and Survey 123 to create the tool, which allows inspectors to generate Level 1 (focused) and Level 2 (comprehensive) inspection reports with photos directly in a digital survey format, resulting in faster, more streamlined compliance and resolution.
Comparing a six-month March-August period, state staff inspected 1,573 sites in 2026, a 45% increase in stormwater field inspections versus a similar period in 2025.
VA DEQ has made its partial framework available to localities and other interested state agencies, who may download the partial framework to implement their own ArcGIS Survey 123-based inspection workflow and tailor it for local needs. VA DEQ is not able to provide technical support.
