The Minnesota Pollution Control Agency (MPCA) is transforming closed landfills into productive solar energy hubs, using state-owned buffer properties around sites like the Anoka-Ramsey closed landfill. This initiative serves as a model for the agency’s Closed Landfill Program, which manages 112 sites in perpetuity, while generating revenue and reducing fossil fuel reliance through beneficial reuse.
There is increasing interest in solar development on closed landfills, which often have limited reuse options. Solar development can help reduce greenhouse gas emissions while creating jobs and revenue. Using closed landfills for solar arrays can also reduce development pressure on other lands.
