In this resolution, ECOS supports increased federal funding to be deployed by states in the immediate aftermath of a disaster; encourages EPA, FEMA, USDA Rural Development, other federal agencies and states to fund planning and community readiness before disasters, and to leverage state information to inform FEMA funding decisions after disaster; states its belief that the federal government should provide immediate financial support to states after a disaster declaration; and calls for continued efforts by EPA, FEMA, other federal agencies, and states to work together to advance the Stafford Act.
