In this resolution ECOS maintains that U.S. EPA should consult with states and set NPDES policies that provide due deference to a state’s NPDES program; remove barriers to state programmatic flexibility; work with states to consider state implementation costs; minimize duplication of effort; and implement the NPDES eReporting Rule in a way that provides U.S. EPA with the data needed for program oversight while limiting the data management burden on states.
