This letter responds to EPA’s Draft FY 2014-2018 Strategic Plan. In this letter, ECOS states its appreciation for EPA’s continued support of themes imperative to the mission of ECOS. Examples of these themes include collaborating to find flexible and innovative solutions, shared governance framework via the National Environmental Performance Partnership System (NEPPS), and consultation with states on rules are of interest to the states.
