This Green Report provides information on state environmental agency funding in fiscal years 2020-2023, focusing on four main sources: federal funding, state general funds, state-based permit fees, and other sources. The report also explores trends in funding amounts and percentages.
ECOS finds that over this period, the average state agency budget rose by 63.3%. Each funding category increased. Due to significant temporary federal infrastructure investments, the federal funding portion saw the greatest growth. However, federal investments in core program implementation activities by states have declined or remained stagnant. ECOS hopes this report will provide a useful national and state-by-state snapshot on environmental agency funding, featuring data from 47 states, the District of Columbia, and the Commonwealth of Northern Marianas Islands.
