In this comment letter to U.S. EPA on its proposed Water System Restructuring Assessment Rule (WSRAR), ECOS recognizes the growing urgency and need for smart consolidation, regionalization, and shared service arrangements in the water sector. ECOS members encourage U.S. EPA to add additional resources to support states pursuing feasible consolidation and restructuring actions and to retain flexibility in the final rule.
