ECOS joined a broad coalition of organizations in signing this letter of support for draft bipartisan legislation called the National Coordination on Adaptation & Resilience for Security Act (NCARS). Consistent with the vision of the ECOS Climate & Energy Workgroup, the letter underscores the importance of a coordinated strategy for national resilience and highlights resilience as a key component of good economic and environmental policy.
The letter was addressed to anticipated cosponsors of the bill: Senators Chris Coons (D-DE) and Lisa Murkowski (R-AK) and U.S. House members Scott Peters (D-CA) and Maria Elvira Salazar (R-FL). As currently drafted, the NCARS would establish a Chief Resilience Officer at the National Security Council, improve interagency coordination, and require a National Resilience Strategy that aligns federal efforts with states, communities, and the private sector.
