Miranda Chien-Hale is the ECOS Intergovernmental Personnel Act (IPA) Assignment, on loan from the U.S. EPA’s Office of Water (OW). Since joining the EPA in 2017, Miranda has coordinated across states, EPA Regions, other offices in the OW, senior leadership, and others in support of Clean Water Act (CWA) Section 303(d) national program management, and served as a liaison to EPA Region 9. She previously was the EPA OW lead on program measures related to implementing and reporting of CWA 303(d) lists and Total Maximum Daily Loads. Miranda also played leadership roles in overseeing EPA’s Healthy Watersheds Program and Watershed Academy, where she assisted with providing technical support and training to states and other partners on key topics such as watershed protection and prioritization under the CWA 303(d) Vision. Miranda earned a Master’s degree from Duke University’s Nicholas School of the Environment and a Bachelor’s in Geology from Occidental College.
