In this resolution, ECOS encourages U.S. EPA to work with ECOS and the states to address state and federal roles in enforcement and compliance; to perform its program oversight role consistent with policy and agreements and in a manner that does not extend into individual state regulatory actions; and to recognize a variety of approaches to monitor compliance and measure performance.
