Cooperative Federalism

Most U.S. environmental laws work through cooperative federalism. That means the federal government sets national environmental standards while states implement those standards within their borders.

ECOS works to build federal and state relationships that deliver a cleaner and healthier environment for everyone. Our Cooperative Federalism 2.0 paper and webinar describe our vision in more detail.
