On April 16, 2025, the Environmental Council of the States (ECOS) issued the following public statement:
“Under the cooperative federalism structure for environmental protection, states collaborate with and rely on the U.S. EPA to provide sound science that seeks solutions to complex environmental and national security challenges, informs and helps to establish national regulatory standards to implement federal laws, communicates risk and uncertainty in the context of contaminants of emerging concern, and incorporates new technologies, remediation strategies, and solutions to facilitate the protection of public health and the environment. Given this longstanding and essential partnership between states and U.S. EPA, ECOS requests U.S. EPA continue and Congress support robust scientific research and development capabilities. States are not resourced or equipped to perform such work.”
