In this letter, sent on May 3, the ECOS Officers voiced concern about the May 2 FY2026 President’s Budget preliminary request for U.S. EPA’s discretionary funding and the potential policy implications for state programs and cooperative federalism. ECOS notes that the recommendation to eliminate or cut Categorical Grants that support state implementation of primacy, delegated, or authorized federal environmental programs—predicated on commitments to include a federal and state cost share—will create implementation issues. States offer to work in partnership with EPA to discuss fiscal implications.
