ECOS Letters to Administrator Jackson on ICIS-NPDES Data Exchange Alternatives
ECOS sent a follow-up letter to Administrator Lisa Jackson on July 29 expressing states' continued concern with both the selection of a data exchange alternative for ICIS and with the policy process. Read or download: July 29, 2009 ECOS Letter to Adm. Jackson.
ECOS sent comments in a May 29, 2009 letter to U.S. EPA Administrator Lisa Jackson in support of the States' position that EPA erred in its conclusion in the analysis of alternative approches for exchanging data with ICIS. The comments stem from a recent EPA request to States for input on the ICIS Alternatives Analysis for exchanging data with ICIS-NPDES. The Integrated Compliance Information System (ICIS) supports the information needs of the national enforcement and compliance program as well as the unique needs of the National Pollutant Discharge Elimination System (NPDES) program. According to EPA, ICIS will integrate data that is currently located in several separate data systems.
The ECOS letter transmitted individual state ten-year estimates of costs to implement and maintain ICIS-NPDES Data Exchange Alternatives and urged the agency to adopt an approach consistent with Alternative 2. Read or download: ECOS May 29 letter to Administrator Jackson.
ECOS Urges U.S. EPA to Reconsider Preferred Alternative on ICIS Data Exchange
On November 14, 2008 the Co-Chairs of the ECOS Data Management Work Group (DMWG) sent a letter to U.S. EPA expressing concerns with the findings in the recently published Alternatives Analysis for exchanging information between state compliance information systems and EPA’s Integrated Compliance Information System (ICIS). The letter expresses the concerns with the data management burden associated with the proposed approach and encourages EPA to work with the states to further refine the design of the ICIS data exchange mechanism so that state cost concerns are adequately addressed.
